The Cultural Barrier: a key issue identified in Ward and Peppard (2002) is the realisation that successful KM is more a people issue than a technology issue, despite the need for an IT infrastructure as a necessary minimum component.
Communities of Practice (CoP): groups of people informally bound together by shared expertise and a passion for a joint enterprise.
Figure 27 shows the barriers to KM - organised under four key categories that are obstacles to a successful KM within an organisation:
